No. India is not on the subclass 417 eligible country list. Indian citizens can only apply for the subclass 462 Work and Holiday visa via the annual ballot.
Both allow young travellers to work and holiday in Australia for 12 months. 417 is for a specific set of European/Commonwealth partner countries. 462 covers a broader set of countries (including India) but typically has stricter requirements (English, qualifications) and, for India, a ballot system.
The country lists are negotiated bilaterally. India has a reciprocal 462 arrangement via ECTA, not a 417 arrangement. Decisions on adding countries to 417 are made by the Australian Government.
